Establishes the California Central Coast State Veterans Cemetery at Fort Ord, to be designed, developed, and constructed by the Department of Veterans Affairs in cooperation with Monterey County, the City of Seaside, and the Fort Ord Reuse Authority.

Creates an Advisory Committee consisting of representatives from Monterey County, Seaside, the Fort Ord Reuse Authority, the Fort Ord Veterans Cemetery Citizens Advisory Committee, and the Department of Veterans Affairs to advise on significant cemetery design changes.

Authorizes the Controller to transfer funds from the Endowment Fund to the Operations Fund for preliminary plans, working drawings, and grant application development upon legislative appropriation.

Allows the Department of Veterans Affairs to proceed with construction and equipment upon certification of a federal Veterans Cemetery Grant Program award from the United States Department of Veterans Affairs.

Defines eligible burials as honorably discharged veterans and their spouses and dependent children, with regulations applying to all state-operated veterans cemeteries to ensure consistent treatment statewide.
