Establishes wraparound services as individualized, community-based interventions for children who would otherwise be placed in group homes at rate classification levels 10 or higher, delivered through coordination among county welfare, probation, mental health, and school agencies.

Sets reimbursement rates based on the average cost of group home placements (levels 10-11 or 12-14) minus concurrent out-of-home placement costs, with counties receiving up to 100 percent of state and federal foster care funds to provide intensive wraparound services.

Requires counties to conduct evaluations measuring cost-effectiveness and treatment outcomes including family functioning, school attendance, and prevention of more restrictive placements, and mandates staff training on wraparound service delivery.

Clarifies that children receiving wraparound services remain eligible for Medi-Cal benefits as long as they maintain their status as adjudicated dependents or wards of the juvenile court, without requiring redetermination unless necessary for federal financial participation.
