Reenacts authorization for the Department of Transportation to let design-sequencing contracts for up to 5 transportation projects, effective until January 1, 2014.

Design-sequencing allows construction phases to begin upon completion of design for that phase rather than requiring full project design before construction starts.

Requires the Department of Transportation to compile annual data on projects including stage of completion, cost, description, status, and time to completion, submitting reports to the Legislature by July 1 each year.

Establishes that design-sequencing contracts must be awarded through special public notice and contractors must provide prequalification information demonstrating appropriate licensure and relevant experience.

Limits use of design-sequencing authority to projects with high probability of success as determined by departmental selection criteria, defined as projects likely to achieve time savings, reduce construction costs, or capture available state or federal funds.
