Increases the percentage of new Cal Grant B recipients eligible for tuition or fees payments in their first academic year from 2% to 25% during the 2011-12 academic year.

Raises eligibility to 50% for the 2012-13 academic year and 75% for the 2013-14 academic year.

Provides that starting in the 2014-15 academic year, all new Cal Grant B recipients enrolling for the first time shall be eligible for tuition or fees payments during their first year.

Requires the Student Aid Commission to adopt regulations prioritizing students with the lowest expected family contribution and highest academic merit when determining which applicants receive both tuition and fees plus access grants in the first year.
