Prohibits state employees with base salaries exceeding $150,000 per year from receiving salary increases while in the same position or classification, effective until January 1, 2013.

Exempts employees covered by memoranda of understanding or collective bargaining agreements, those in safety and security positions designated by Executive order, and those whose salaries are set by the California Constitution.

Applies to employees of the executive, legislative, and judicial branches, state board appointees, and California State University system employees, but excludes local trial court employees.

Authorizes the State Controller to reject disbursement requests that violate the salary freeze provisions.

Urges the University of California Regents and Hastings College of the Law Board to adopt the same salary freeze policy for their employees.
