Prohibits furloughing state employees whose positions are at least 95% federally funded and work for the California Unemployment Insurance Appeals Board or Employment Development Department when California's unemployment rate reaches or exceeds 8.5% in the previous month

Specifies that employees must perform services that combat the state's recession, including those related to the Unemployment Insurance Program

Adds Section 19851.5 to the Government Code establishing the furlough exemption criteria

Finds that furloughing federally-funded UI workers reduces vital services, does not save the General Fund, and delays economic recovery during high unemployment periods
