Requires the Office of the Attorney General to provide legal representation to licensed physicians and surgeons who are subject to disciplinary proceedings by specialty boards as a result of providing expert testimony to the Medical Board of California.

Authorizes such representation with approval from the Medical Board of California and limits coverage to allegations directly resulting from the physician's expertise provided to the board.

Extends the appointment of 2 Medical Board of California members to the Health Professions Education Foundation board from January 1, 2011 to January 1, 2016.

Provides that after January 1, 2016, the Foundation board will consist of 11 members appointed by the Governor, Speaker of the Assembly, and Senate Committee on Rules, removing the Medical Board appointments.
