Expands funding preference for county jail construction to include counties providing existing jail beds and program space for reentry facilities, in addition to counties that site new reentry facilities.

Requires counties offering reentry services to state inmates to enter into long-term agreements with the Department of Corrections and Rehabilitation (CDCR) and obtain CDCR certification that services meet approval.

Sets minimum jail bed requirements for reentry facilities: counties with 500,000+ population must provide 500 beds; smaller counties must provide beds equal to their county jail beds funded under this chapter.

Allows counties to meet reentry bed requirements using existing jail beds, newly constructed beds funded under this chapter, or a combination of both.

Requires reentry facilities to meet Penal Code Section 6272 requirements and mandates CDCR develop collaborative partnerships with local government, law enforcement, and community service providers.
