Requires the state to pay for expenses of elections proclaimed by the Governor to fill vacancies in state Senate, Assembly, U.S. Senate, or U.S. House seats, for expenses incurred between January 1, 2009 and December 31, 2010

Maintains existing law that county and city treasuries pay for all other election expenses, with counties paying for county elections and cities paying when they call an election

Repeals the state payment requirement effective January 1, 2011, returning all election expenses to county and city treasuries

Declares the bill an urgency statute that takes effect immediately to relieve counties of financial burden for these special elections
