Increases certification revocation period to at least 5 years (up to 10 years for additional violations) for businesses that obtained small business or microbusiness certification through fraudulent means or false information.

Revokes disabled veteran business enterprise certification in addition to small business certification when a business holds both certifications and commits violations.

Imposes civil penalties of $10,000-$30,000 for first violations and $30,000-$50,000 for subsequent violations on persons who knowingly and fraudulently represent small business, microbusiness, or disabled veteran business enterprise participation or commercially useful functions.

Requires businesses and persons to pay all investigation costs and attorney's fees incurred by state agencies and prohibits them from contracting with the state until all amounts are paid.

Authorizes state agencies and the Controller to terminate contracts and set off penalties and costs against payments due to contractors who fraudulently misrepresent commercially useful function performance.
