Authorizes Stanislaus County Board of Supervisors to increase fees for certified copies of marriage certificates, birth certificates, fetal death records, and death records by up to $2 per record.

Allows annual fee adjustments effective July 1 each year equal to the Consumer Price Index increase for the San Francisco metropolitan area, rounded to the nearest $0.50.

Requires collected fees be deposited into a special fund for governmental oversight and coordination of domestic violence and family violence prevention, intervention, and prosecution efforts across multiple county agencies and organizations.

Permits the county to retain up to 4 percent of the fund for administrative costs associated with fee collection and segregation.

Requires Stanislaus County Board of Supervisors to submit a report to the Assembly and Senate Committees on Judiciary by July 1, 2014, detailing funds received and expended and outcomes achieved.

Sunsets on January 1, 2016, unless extended by later enacted statute before that date.
