Amends Penal Code Section 2807 to allow state agencies to enter into contracts or purchase orders of $25,000 or less with California certified small businesses, microbusinesses, or disabled veteran business enterprises.

Exemption applies only when these businesses provide products at a lower price than the Prison Industry Authority.

Existing law requires state agencies to purchase Prison Industry Authority products and make maximum utilization of them; this bill preserves those requirements while carving out a limited exception for smaller, lower-priced purchases.

Applies to contracts with small businesses, microbusinesses, and disabled veteran business enterprises as defined in Government Code Section 14837.
