Authorizes vehicles equipped with idle reduction technology to exceed the group axle weight limit by up to 400 pounds or the weight of the idle reduction technology, whichever is less.

Exemption applies only once per vehicle combination and only to an axle group on the truck tractor.

Requires vehicle operators to provide proof upon law enforcement request that the idle reduction technology is fully functional and the excess weight is used solely for that technology.

Defines "idle reduction technology" by reference to federal law (42 U.S.C. Section 16104).

Exempts the state from reimbursing local agencies for costs since the bill only creates new criminal or infraction penalties.
