Amends water code to establish that using potable domestic water for landscape irrigation is wasteful or unreasonable if recycled water is available, as determined by the State Water Resources Control Board.

Authorizes public agencies (including local agencies, cities, counties, and districts) to require state agencies to use recycled water for landscape irrigation on their properties located within the public agency's jurisdiction.

Requires recycled water to be available and adequate quality, not diminish existing water rights, meet California Code of Regulations standards for irrigation systems, and be furnished at reasonable cost.

Defines "reasonable cost" for recycled water by comparing it to the cost of supplying, delivering, and treating potable domestic water; for existing systems, includes costs to retrofit irrigation infrastructure to meet applicable permitting requirements.
