Establishes the Creative Industries and Community Economic Revitalization Fund in the State Treasury to receive 20% of sales and use tax revenues from businesses in arts, entertainment, and related creative industries.

Authorizes the California Arts Council to expend fund moneys (upon legislative appropriation) to issue grants to cities, counties, districts, joint powers authorities, and nonprofit arts organizations for organizational support.

Requires the Council to encourage joint partnerships between grant applicants and submit annual reports to the Legislature detailing the status of all grants issued.

Identifies eligible businesses for tax revenue dedication using classification codes for industries including performing arts, museums, design, film, software development, music, publishing, and tourism.
