State departments, commissions, offices, agencies, and other administrative entities must film promotional commercials in California if they produce or contract for production and use public funds to finance the commercial in whole or in part.

The requirement applies to commercials promoting the state or any product of the state.

Exempts agreements between state entities and private entities to feature California products in programs where featuring the product is not the primary purpose.
