AB 1781 Summary

• Authorizes the City of Fresno to establish a neighborhood electric vehicle (NEV) transportation plan for designated plan areas, similar to existing authorization for Lincoln, Rocklin, and Orange County.

• Requires the NEV transportation plan to include route selection, transportation interfacing, citizen involvement, parking facilities, charging stations, and three classes of NEV lanes (separated, striped adjacent, or shared use routes).

• Mandates the city submit the plan to the Director of Transportation for approval and requires a report to the Legislature by November 1, 2014, if a plan is adopted.

• Establishes violation of NEV operation restrictions as an infraction punishable by a fine not exceeding $100.

• Repeals all provisions on January 1, 2016, unless extended by later statute.
