Amends Section 33492.70 of the Health and Safety Code to allow redevelopment agencies to establish project areas within Fort Ord territory that include previously undeveloped land generating sales or use tax, subject to specific conditions.

Requires redevelopment agencies to adopt a resolution with findings that: the community has an approved housing element, the agency had no major audit violations in the prior three fiscal years, and the agency has not accumulated excess surplus in its Low and Moderate Income Housing Fund.

Exemption applies only to territories designated in the Fort Ord Final Base Reuse Plan (as of January 1, 2010) as planned development mixed-use districts, business parks with light industrial/office/research uses, or regional retail space.

Maintains the legislative intent that Fort Ord redevelopment be conducted jointly by local redevelopment agencies and the Fort Ord Reuse Authority, with shared tax increment revenue sharing.
