Voids and makes unenforceable any provision in common interest development governing documents that prohibits or restricts the use of artificial turf or other synthetic grass-like surfaces.

Allows homeowners associations to establish and enforce design standards and quality standards for artificial turf installation, as long as these rules do not prohibit the use of artificial turf itself.

Amends Section 1353.8 of the Civil Code to add artificial turf protections alongside existing protections for low water-using plants and water-efficient landscape ordinances.

Maintains associations' ability to apply landscaping rules that comply with water conservation requirements under state law.
