Requires the California Citrus Advisory Committee to annually recommend assessment rates (not to exceed 11 mills for navel oranges, 5 mills for lemons, and 6 mills for Valencia oranges and mandarin citrus) to the Secretary of Food and Agriculture, with assessments based on 40-pound carton equivalents produced.

Prohibits handlers from charging producers administrative fees for collecting or remitting assessments and allows producers to dispute assessment amounts by filing claims with the secretary, while preventing producers from suing handlers over assessments.

Eliminates the four-consecutive-term limit for California Apple Commission members, allowing them to serve unlimited terms.

Authorizes the California Salmon Council to present facts to and negotiate with state, federal, and foreign agencies on matters affecting the council's provisions.

Shifts the California Blueberry Commission's assessment establishment date from March 1 annually to October 1 annually, and redefines the marketing season to run from October 1 through September 30 instead of March 1 through February 28.
