Requires that moneys in the Employment Training Fund be appropriated only for specified employment training purposes and prohibits use for any other purpose.

Requires the State Department of Social Services to transfer back to the Employment Training Fund any amounts appropriated from it for CalWORKs welfare-to-work activities within 3 years of appropriation, effective January 1, 2011.

Requires that any moneys loaned to the General Fund from the Employment Training Fund be repaid within 3 years from the date of loan, together with interest, effective January 1, 2011.
