AB 1810 Summary

• Conform firearm transfer and reporting requirements for handguns and non-handgun firearms to be identical, eliminating separate regulatory treatment based on firearm type.

• Make provisions restricting retention of firearm transaction records for non-handguns inoperative on July 1, 2012, requiring the Department of Justice to retain and compile information on all firearm transfers after that date.

• Expand "personal handgun importer" requirements to apply to all firearms (not just handguns) commencing July 1, 2012, requiring individuals who bring firearms into California to report them to the Department of Justice within 60 days.

• Eliminate exemptions from firearm dealer registration requirements for non-handgun transactions that expire on July 1, 2012, requiring dealers to maintain records and report all firearm transfers uniformly.

• Impose state-mandated local program by expanding criminal reporting requirements for firearm importation while providing no state reimbursement for local enforcement costs.
