Revises the definition of "drug paraphernalia" in Health and Safety Code Section 11014.5 to apply only to equipment designed or marketed for use in the unlawful conduct of drug-related activities, removing the previous exhaustive list of specific items.

Eliminates detailed enumerated lists of paraphernalia (pipes, bongs, scales, testing equipment, etc.) from Section 11364.5, relying instead on the general definition and contextual factors to determine what constitutes paraphernalia.

Updates Section 11364.7 to remove cross-references to the deleted paraphernalia lists and clarifies that "hypodermic needle" means syringes designed or marketed for parenterally injecting controlled substances.

Modifies Section 11532 (loitering for drug activity) to specify that possession of paraphernalia means items "designed or marketed for the unlawful smoking, injecting, ingesting, or consuming" of controlled substances.

Maintains exception allowing pharmacists, physicians, and licensed retailers to distribute hypodermic needles for legitimate medical purposes without violating paraphernalia restrictions.
