Program requires minimum of 7,500 applications before department issues plates; if outstanding plates fall below 7,500 after five years, the program may be discontinued after one additional year of notice.

Department and Bureau of Automotive Repair authorized to contract with third-party vendors or Prison Industry Authority for manufacturing and distribution of the specialized plates.

Bureau of Automotive Repair must secure licensing rights for NASCAR emblems and designs at no cost, with license agreements required to hold the state harmless from infringement claims and supported by commercial general liability insurance.
