Establishes the Upper Los Angeles River and Watershed Protection Program to be administered by the Santa Monica Mountains Conservancy, addressing resource protection, public recreation, water conservation, and water quality goals in a coordinated manner.

Creates the Upper Los Angeles River and Watershed Protection Program Stakeholder Advisory Committee with 10 voting members and 5 ex officio members to propose and review projects for funding and coordinate with affected stakeholders.

Authorizes the Santa Monica Mountains Conservancy to undertake projects and award grants to eligible entities (state agencies, cities, counties, joint powers authorities, and qualified nonprofits) that further the program's purposes and objectives.

Adds the chairperson of the Stakeholder Advisory Committee as a voting member of the Santa Monica Mountains Conservancy, with voting authority limited to projects within the Upper Los Angeles River Watershed upstream of the City of Vernon.

Establishes the Upper Los Angeles River and Watershed Protection Program Account within the Santa Monica Mountains Conservancy Fund to receive bond revenues, federal funds, and private donations for program implementation.
