Amends Section 4600.5 of the Business and Professions Code to modify the governance structure of the Massage Therapy Organization's board of directors

Adds two new board member positions to be selected by the California Police Chiefs Association and California State Sheriffs' Association

Limits law enforcement representation on the board to a maximum of two members at any given time, who may only be selected by the specified peace officer associations

Maintains existing board composition requirements including representatives from professional massage therapy associations, postsecondary schools, local government entities, and state agencies

Effective until January 1, 2016, as part of the voluntary certification program for massage practitioners and therapists
