Requires the Employment Development Department to provide in-person unemployment insurance benefits assistance in at least one comprehensive one-stop career center in each workforce area, beginning on or before July 1, 2011.

Mandates that customer service personnel at these career centers be fully trained on unemployment compensation eligibility, claims processing, and benefit payment procedures.

Requires printed information about unemployment benefit eligibility and claims filing processes to be available at the one-stop career centers.

Specifies that all required unemployment benefit assistance services be funded using existing departmental moneys for unemployment insurance administration, with no new appropriations.

Sunsets this requirement on December 31, 2014, unless extended by subsequent legislation enacted before that date.
