Requires the High-Speed Rail Authority to make every effort to purchase high-speed train rolling stock and related equipment manufactured in California, consistent with federal and state laws.

Defines "manufactured in California" as rolling stock and equipment manufactured wholly or substantially within California, or where the majority of component parts are manufactured wholly or substantially in California.

Defines "manufactured" as converting or conditioning property by changing its form, composition, quality, or character for ultimate retail sale or use in manufacturing a product for retail sale.

Applies to purchases funded through the $9.95 billion in state general obligation bonds and federal American Recovery and Reinvestment Act (ARRA) funding for high-speed rail development.
