Authorizes landowners to install, maintain, and operate rainwater capture systems on their property to supply water for outdoor, nonpotable uses or groundwater recharge, subject to local agency programs and requirements.

Allows landscape contractors with a C-27 classification to enter into prime contracts for rainwater capture system construction used for landscape irrigation and to design and install exterior components not attached to structures.

Establishes that rainwater capture systems must comply with water quality requirements under the Porter-Cologne Water Quality Control Act but are not constrained by drinking water standards in Title 22 of the California Code of Regulations.

Authorizes a public agency to lead a statewide stakeholder process to address legal, policy, and technical issues related to rainwater and stormwater capture expansion, with participating organizations responsible for their own costs.

Makes financing available to landowners installing rainwater capture systems if a local agency authorizes and arranges such financing under Chapter 29 of the Streets and Highways Code.
