Continues the current special education incidence factor formula through the 2010-11 fiscal year for calculating adjusted funding based on disability incidence multipliers in each special education local plan area

Makes the incidence multiplier adjustment inoperative on July 1, 2011, and repeals it on January 1, 2012, unless a later statute extends these dates

Excludes funding received pursuant to Section 56836.159 from the funding level calculation for fiscal years 2002-03 through 2010-11

Designates the bill as an urgency statute to take effect immediately to prevent school districts from facing financial hardship if required to return funds distributed in error for the 2009-10 school year
