Prevents public agencies from using due process procedures, mediation, or other procedural safeguards to override a parent's revocation of consent for special education services.

Requires public agencies to be deemed in compliance with providing free appropriate public education when they cease services following a parent's written revocation of consent.

Clarifies that public agencies are not required to amend education records to remove references to special education services the child previously received when consent is revoked after initial provision of services.
