AB 1844 Summary: Chelsea King Child Predator Prevention Act of 2010

• Increases prison sentences for sexual offenses against children under 14 years of age, with sentences ranging from 6-16 years for single offenses and 7-17 years for offenses committed in concert with another person, compared to 3-8 years for offenses against adults.

• Implements life imprisonment without possibility of parole for offenders 18 or older convicted of specified sex crimes against victims under 14 years of age under certain aggravating circumstances, or 25 years to life for offenders under 18 years of age.

• Establishes lifetime parole requirements for habitual sex offenders whose victims were under 14 years of age and for inmates convicted of lewd or lascivious acts, continuous sexual abuse of a child, and aggravated sexual assault of a child.

• Creates new misdemeanor offense making it illegal for registered sex offenders to enter parks where children regularly gather without written permission, with penalties of up to 6 months imprisonment and $500 fine on first offense, escalating to 90 days minimum on third offense.

• Extends maximum parole period for violent sex felons from 5 to 10 years or lifetime parole in specified circumstances involving child victims.
