Requires state agencies to perform environmental analysis of compliance methods when adopting rules or regulations for pollution control equipment, performance standards, or treatment requirements under the California Global Warming Solutions Act of 2006.

Mandates the environmental analysis include impacts of compliance methods, feasible mitigation measures, alternative compliance means, and greenhouse gas emission impacts for climate-related regulations.

Authorizes use of focused environmental impact reports for projects involving installation of pollution control equipment or components necessary to reduce greenhouse gas emissions in compliance with Global Warming Solutions Act regulations.

Expands the list of agencies subject to these requirements to include the State Energy Resources Conservation and Development Commission and California Public Utilities Commission for climate-related pollution control equipment rules.

Specifies that focused environmental impact reports need only address project-specific effects not previously analyzed in the rule or regulation review, and may not require discussion of growth-inducing or cumulative impacts.
