Allows county probation office or prosecuting attorney to collect restitution if no dedicated collection agency exists in the county.

Authorizes courts to grant prosecuting attorneys authority to use lien procedures and writs of attachment against defendants' property when restitution obligations are not met and no good cause is established.

Provides prosecutorial immunity from liability for actions taken in exercising lien authority and prohibits prosecutors from collecting fees or percentages from defendant assets to cover administrative costs.

Establishes a 15-day appeal period for defendants to contest income deduction orders or liens on the grounds of factual errors regarding restitution amounts or good cause for nonpayment.

Defines "good cause" for failure to pay restitution to include substantial changes in economic circumstances, administrative errors, or other justifiable reasons.
