Creates new misdemeanor offense for possessing, giving, or lending a device designed to bypass a motorcycle's factory-installed ignition to start the engine without a manufacturer's key.

Makes it a misdemeanor to possess, give, or lend a motorcycle ignition or part thereof with intent to unlawfully take, drive, or facilitate the unlawful taking or driving of a motorcycle without owner consent.

Establishes misdemeanor offense for possessing, giving, or lending hardware items (bolt cutters, electrical tape, wire cutters, wire strippers, allen wrenches) with intent to facilitate unlawful motorcycle theft or operation.

Exempts the state from reimbursing local agencies or school districts for costs under the California Constitution, as the bill only creates new crimes under the specified meaning of Section 17556 of the Government Code.
