Requires courts reviewing guardianship appointments to consider a report on efforts made to locate and connect dependent children with both relative and nonrelative extended family members.

Adds training requirement to the statewide child welfare training program for social workers on making efforts to locate extended family members and establish permanent familial connections for dependent children.

Authorizes state reimbursement to local agencies for costs mandated by this legislation if determined by the Commission on State Mandates.
