Requires school districts to accept a wide range of documents as reasonable evidence of pupil residency, including property tax receipts, rental contracts, utility bills, pay stubs, voter registration, and government correspondence.

Allows homeless children and youth to establish residency through a declaration signed by their parent or guardian, as defined under the federal McKinney-Vento Homeless Assistance Act.

Permits school districts to make reasonable efforts to verify residency if an employee reasonably believes a parent or guardian has provided false or unreliable evidence.

Does not limit access to pupil enrollment as otherwise provided by federal and state statutes and regulations.
