Department of Motor Vehicles must advise applicants for disabled person or disabled veteran placards in writing about eligibility for special license plates exempt from registration and license fees.

Disabled veteran placards may be displayed by suspending from rearview mirror, displaying on dashboard if no rearview mirror exists, or inserting in a manufacturer-installed clip on the driver's side front window.

Department of Veterans Affairs certificates may be accepted in lieu of medical certificates to certify disabled veteran status for placard applications.

Placard expiration dates are fixed at June 30 every two years with contrasting color changed annually for law enforcement identification.

Department must compare disability placard records against State Department of Public Health vital records annually to withhold renewal notices for deceased placeholders.
