Expands local agency formation commissions' authority to review and approve redevelopment agency requests to establish, expand, or extend project areas as part of changes of organization under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Adds "project area" to the definition of "change of organization" and defines project area as a redevelopment project established or proposed by a redevelopment agency pursuant to the Community Redevelopment Law.

Limits commission review of redevelopment project area proposals to evaluation of financial soundness and pass-through funding levels, with no authority to review or consider blight findings.

Declares that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments sufficient to pay for the mandated program.
