AB 1860 Summary

• Expands exemption to prohibition on alcoholic beverages at public schoolhouses to allow possession, consumption, or sale at overnight retreat facilities owned or operated by any county office of education or school district when pupils are not on the grounds.

• Authorizes alcoholic beverages at community college-owned facilities housing kindergarten through grade 12 students only when students are not present, including for fundraising events.

• Extends allowance of alcoholic beverages at special events held at public community colleges to counties of the first, fourth, or tenth class (previously only first and fourth class).

• Incorporates coordinating amendments with related bills AB 1643 and AB 1748 that become operative only if those bills are enacted and effective on or before January 1, 2011.

• Declared an urgency statute to take effect immediately to increase revenue for outdoor education facilities.
