AB 1863 Summary

• Extends the repeal date of diesel generator testing requirements for health facilities from January 1, 2011 to January 1, 2016

• Requires health facilities to test diesel-powered backup generators 12 times per year with testing intervals between 20 and 40 days for at least 30 continuous minutes

• Testing must use either a dynamic load of at least 30 percent of generator nameplate rating, or a lower load if the facility complies with National Fire Protection Association 110 standards

• Requires health facilities to submit all collected testing data to the State Department of Public Health upon request

• Exempts the state from reimbursing local agencies or school districts for costs related to this requirement under Article XIII B of the California Constitution
