Increases the annual appropriation cap to the Medical Providers Interim Payment Fund from $1,000,000,000 to $2,500,000,000 from both the General Fund (as loans) and the Federal Trust Fund combined.

Activates fund transfers when the annual State Budget is not enacted by June 30 or when there is a deficiency in the Medi-Cal budget during any fiscal year.

Provides continuous appropriation to the Medical Providers Interim Payment Fund to pay Medi-Cal providers, HIV drug treatment service providers, and developmental disability service providers on or after July 1 until the budget is enacted or the deficiency is resolved.

Requires payments only when invoices have been submitted and the State Department of Health Care Services determines payment is due and valid.

Mandates that upon budget enactment, all expenditures and unexpended funds in the interim payment fund be transferred to the appropriate Budget Act item, with loans to be repaid by debiting that item.
