Authorizes administrators of After School Education and Safety Programs to provide activities on weekends, with costs paid from maximum or supplemental grants.

Exempts weekend activity participation from attendance reporting to the State Department of Education for grant calculation purposes, except for programs funded by the federal 21st Century Community Learning Centers program.

Requires priority for funding to replace expiring grants be given to programs that have satisfactorily met projected pupil outcomes.

Maintains existing requirements for before school programs to operate minimum 1.5 hours per regular schoolday and after school programs to operate minimum 15 hours per week until at least 6 p.m.
