Authorizes county boards of supervisors to increase fees for certified copies of vital records (marriage, birth, fetal death, and death certificates) by up to $4 until January 1, 2016.

Requires half of the $4 fee increase to fund governmental oversight and coordination of domestic violence prevention, intervention, and prosecution efforts, and the other half to fund nonprofit community-based organizations serving domestic violence victims and their families.

Provides special fee increase authorizations for Alameda County, City of Berkeley, and Solano County (until January 1, 2011) and Sonoma County (until January 1, 2015) to increase fees by up to $2, with all proceeds allocated to nonprofit community-based domestic violence organizations.

Requires counties to deposit collected fees into special funds, directs consultation with local domestic violence shelters before determining fund use, and mandates public hearings on fund allocation, with counties able to retain up to 4% for administrative costs.

Requires counties and the City of Berkeley that implement fee increases to report to the Assembly and Senate Judiciary Committees by February 1, 2015 regarding annual fund amounts and outcomes achieved.
