Removes the exception for charter limousines licensed by the Public Utilities Commission from existing law that prohibits unlicensed sales of goods, merchandise, property, or services at certain airport properties.

Adds new provision establishing that charter-party carriers licensed by the Public Utilities Commission operating at airports on a prearranged basis (as defined in Public Utilities Code Section 5360.5) do not constitute illegal sales or peddling under the statute.

Maintains existing misdemeanor penalties for unauthorized sales, peddling, or offering of goods, merchandise, property, or services at airport property owned by a city, county, or city and county but located in another county.

Specifies that no state reimbursement is required for local implementation costs, as any expenses result from changes to crime definitions under Government Code Section 17556.
