Requires the Department of Water Resources to include a report on progress toward reducing reliance on the Sacramento-San Joaquin Delta watershed in the California Water Plan (Bulletin 160)

Replaces the previous requirement for an annual detailed report submitted to the Legislature by February 1st with a report integrated into the California Water Plan preparation and update process

Maintains the state policy goal of reducing dependence on Delta water supplies through regional self-reliance improvements, conservation, water efficiency, recycling, and advanced water technologies

Applies to all regions dependent on water from the Delta watershed, requiring them to improve regional water supply self-reliance
