Increases gross tonnage threshold for private recreational vessels from 300 to 750 gross tons to exempt them from pilotage requirements in Monterey Bay and the Bays of San Francisco, San Pablo, and Suisun.

Exempts noncommercial maritime academy training vessels and vessels owned and operated by nonprofit museums or foundations from pilotage fees and surcharges, while requiring them to pay the board operations surcharge.

Revises appointment terms for Board of Pilot Commissioners members: pilots and industry representatives appointed after December 31, 2012 receive four-year terms expiring December 31, 2014, with a two-term limit for all appointees.

Requires the board to record in its public account book the amount of fees and surcharges not collected from exempt vessels under the new exemption provisions.
