AB 1889 Summary

• Exempts flight instruction and aircraft maintenance institutions certified by the Federal Aviation Administration from Bureau enforcement for July 1, 2010 to July 1, 2011, requiring them to notify the bureau if operating during that period

• Requires institutions to disclose to prospective students that unaccredited doctoral degree programs are unaccredited and any known limitations, including whether degrees are recognized for licensure or certification in other states

• Authorizes the Bureau for Private Postsecondary Education to publish its own list of acceptable entrance examinations for ability-to-benefit students if the U.S. Department of Education lacks relevant examination lists for specific occupational training

• Changes the refund deadline for students who do not participate in federal financial aid from "the 7th class day after enrollment" to "the seventh day after enrollment"

• Revises the definition of "graduates employed in the field" to require skills be utilized to perform the position's purpose, objective, or major responsibilities, removing the "significant advantage" standard

• Establishes five permanent, full-time specialist positions at the Bureau for Private Postsecondary Education, funded by $580,000 from the Private Postsecondary and Vocational Education Administration Fund
