Amends Civil Code Section 2080.8 to allow the University of California Regents and California State University Trustees to manage unclaimed, lost, or abandoned property through care, restitution, sale, or destruction.

Requires property valued at or above $300 to be held for a minimum of 3 months before sale at public auction, down from the previous 6-month requirement for state universities.

Mandates at least 5 days' notice of public auction sales published once in a newspaper of general circulation in the county where property is held.

Permits disposal of unsold property at auction without bids being required.

Repeals Civil Code Section 2080.9 and makes related technical changes.
