Extends the time period for filing a motion to disqualify a judge in civil cases assigned for all purposes from 10 days to 15 days after notice of assignment or appearance.

Requires parties making a disqualification motion in civil actions to serve notice on all other parties no later than 5 days after making the motion.

Maintains the 10-day period for disqualification motions in criminal cases assigned for all purposes.

Makes conforming changes to Government Code Section 68616 regarding civil procedure delay reduction rules.
